How does Google Smart Tap work with a third party card reader?
The phone transmits the barcode value of the pass as the NFC payload. Configure the reader with your Google Collector ID and private key from your NFC configuration in Passcreator. Without them the reader receives encrypted data it cannot decode.
A reader that does not support Google Smart Tap cannot read the passes at all.
