The owner of the old account deletes the Pass Type ID. You recreate it with the exact same identifier in the new account and upload a certificate for it to Passcreator.

Steps

Ask the owner of the old Apple Developer account to delete the Pass Type ID under Identifiers.
In the new account, create a Pass Type ID with exactly the same name and identifier.
Create a certificate for it and upload it under Settings › Certificates. The passes continue to work.

If it does not work

If the old owner does not cooperate, you can still upload a new certificate, but passes downloaded under the old one no longer receive updates.
