Can Passcreator speed up my Apple Developer account approval?

Apple approves every developer account itself, and Passcreator cannot speed this up or issue certificates on your behalf. Apple's guidelines forbid it. While you wait, build and configure your template with the demo certificate, so everything is ready once Apple approves the account.
