Do I need my own Apple certificate to create and test passes?
No, you design templates and test passes with the demo certificate of Passcreator without an Apple Developer account. The demo certificate limits delivery, not design. It allows 30 created passes per template and adds a DEMO watermark.
Separately, the Free plan allows 5 active registrations for the whole account.
