Why does the stamp counter exceed the maximum and never reset?

Your integration writes the value directly through the API instead of through a scan. The Stamp Card functionality resets the counter to the initial value with the scan after the maximum. This works only when you grant stamps through the Smart Scan app or the app scan endpoint.
